Balkan Saddle Club By-Laws
AMENDED 2007
 
 
ARTICLE 1:  NAME
 
Section 1:  The name of this association shall be The Balkan Saddle Club, Incorporated
 
Section 2:  The club colors are deep blue and gold
 
 
ARTICLE II:  CLUB OBJECTIVES
 
Section 1:  To promote the welfare of children and youth in their desire to spend their recreational hours in the company of each other and
                   with their and their animal friends- their horses.
 
Section 2:  To help them learn to ride, drive, and care for their horses, as well as to groom, feed, shovel and do all else that pertains to their
                   up-keep.
 
Section 3:  To provide for the adult members an enjoyable kinship with the youth, and to provide the satisfaction reflected in this old saying
                   which has been familiar to horsemen for many years:  "There is something about the outside of a horse that is good for the 
                   inside of a man."
 
Section 4:  To promote good sportsmanship among club members.
 
Section 5:  To promote horse riding as a family activity for all family members to enjoy.
 
 
ARTICLE III: POLICIES
 
Section 1:  The program of this Saddle Club shall be educational and recreational,  and shall be developed through regular meetings, and
                   riding activities.
 
Section 2:  It will be the policy of this Saddle club to follow all township rules and regulations set forth by the township supervisors
                   governing the township community center and horse arena.
 
Section 3:  It will be the policy of all members to respect the rules set forth by this saddle club.
 
Section 4:  It will be the policy of this club to not allow use of alcoholic beverages at any club functions unless arraingments for such have
                   been made at a previous meeting.
 
Section 5:  It will be the policy of this club not to loan out any equipment to any other club, organization or individual with the exceptions for
                   the Balkan 4-H, North St. Louis Co. 4-H and the Iron Range Saddle Club (North St. Louis Co. Fair Horse show).
 
 
ARTICLE IV:  MEMBERSHIP AND DUES
 
Section 1:  All members of the Balkan Saddle Cllub in good standing on the date of incorporation of this association are automatically
                   charter members of the Balkan Saddle Club Inc.
 
Section 2:  Any person willing to promote the objects as set forth in Article II may become a member of this club at the regular meeting
                   from January through the April meeting and upon payment of dues.  All members 12 years of age and older shall have equal 
                   voting rights.
 
Section 3:  Persons under 18 years of age in order to become a member of this club must have one parent or legal guardian or sponsor who
                   is a member.  The sponsor's name will be stated on the membership list.  The sponsor will assume all responsibility for the said 
                   minor.
 
Section 4:  The number of members shall be unlimited.
 
Section 5:  The annual dues shall be $15.00 for a single or sponsored membership and $25.00 for a family membership.  For children 18
                   years of age and older to be considered still a part of the family membership they must have proof of being in secondary school.
 
Section 6:  Membership runs from January 1 to January 1.
 
Section 7:  If dues are not pad by the April meeting a penalty of $5.00 will be added to the cost of the membership.  This does not apply to
                   new members.
 
Section 8:  No individual member shall have any rights to any club property.
 
Section 9:  Only paid members have voting rights.
 
Section 10:  Membership can be terminated by a 1/2 majority vote of members at any regular meeting.  Said member must be notified of
                    such pending action in advance of said meeting.
 
 
ARTICLE V:  OFFICERS AND THEIR ELECTION
 
Section 1:  The officers of this corporation shall be President, Vice President, Secretary and Treasurer.
 
Section 2:  The officers shall be nominated from the floor and elected at the annual meeting.
 
Section 3:  Officers shall serve a term of one year beginning January 1.  Officers may be re-elected.
 
Section 4:  The President, Vice President,  Secretary  and treasure shall be a member in good standing.
 
 
ARTICLE VI:  DUTIES OF OFFICERS AND APPOIKNTED MEMBERS
 
Section 1:  The President shall preside at all meetings and shall be a member ex-officio of all committees.
 
Section 2:  It shall be the duty of the President to head the Executive Cmmittee which will meet before the regular March meeting to set
                   tentative dates for clulb activities for the upcoming yer.
 
Section 3:  A list of all major club assets will be recorded and updated by the club President each year and issued to the club at the April or 
                   May meeting.  This list will be come a part of the secretary's minutes for the month they are completed.
 
Section 4:  The Vice President shall assist the President and perform the duties of the President in the absence of tht officer.
 
Section 5:  The Secretary is resonsible for keeping a correct record of meetings and other duties as outlined in Robert's Rules of Order.

Section 6:  An up to date calenndar of events will be kept by the Secretary and posted at each monthly meeting.
 
Section 7:  The Treasure is responsible for keeping a correct record and and receipts of all monies and recording receipts and
                   expenditures.
 
Section 8:  Both the ncoming and outgoing club officers must conduct an audit of club books.  Results should be reported at the next
                   regular meeting and entered in the Secretary's minutes.  In case of a descrepancy an ememgency meeting shall be called.
 
Section 9:  A reporter will be appointed to regularly submit articles for publication in local newspapers to promote public interest.
 
Section 10:  A calling committee shal be formed to notify all members of club meetings and planned events.
 
 
ARTICLE VII:  MEETINGS
 
Section 1:  Regular meetings will be held on the first Thursday of each month.  Additional meetings will be called by the President as
                   needed and all club members notified in advance.
 
Section 2:   Seven voting members present shall constitute a quorum.
 
Section 3:  The annual meeting shal be held between December 1 and 15th.
 
Section 4:  There are no meeting held in February, August and October.
 
 
ARTICLE VIII:  BY LAW REVISIONS
 
Section 1:  Amendments to the Club By Laws shall be proposed to the membership at the regular club meeting prior to the regular meeting
                  at which they are voted upon.
 
Section 2:  These by laws may be amended by a 2/3 vote of the members present.
 
 
ARTICLE IX:  RULES AND REGULATIONS
 
Section 1:  This association shall follow the Robert's Rules of Order
 
Section 2:  All members shall be issued a set of Balkan Saddle Club By Laws.
 
Section 3:  Rules and regulations governing all playdays, trail rides, sleigh rides and other scheduled events for that year will be discussed
                   and / or amended at the regularly scheduled March meeting and voted upon at the regular April meeting.  All rules and 
                   regulations will be issued to each member at the regularly scheduled events until they are revised.
